The documentary is a remarkable portrait of an individual who appears to want to serve his community with the best of intentions. Geng Tanbo is the mayor of the city of Datong, the former capital of Imperial China and now one of the most polluted cities in the country. However, Geng has made it his personal mission to not only clean up the city but also turn it into a thriving cultural centre, attracting tourists and encouraging a thriving population that will revitalize it and return Datong to its former glory. But moving 30% of the city’s population is bound to spark a resistance, especially when there are already issues with the newly constructed housing projects.
